Over the past decade, Richmond Community Schools has experienced a steady increase in enrollment, reflecting the district’s strength and appeal. Accurately projecting future enrollment is essential to ensuring we are well-prepared to meet the evolving needs of our students.
Current projections for the next five and ten years indicate that this growth trend will continue, highlighting the need for strategic planning and resource allocation to support our expanding student population.

Projected Millage for November 2025 Bond Proposal
As the charts to the right indicate, if the voters approved a no-increase millage rate, the district would issue $51,500,000 in bonds and earn an estimated $395,047 on capitalized interest. Thus, the estimated total bond proceeds to be $51,780.00.
Due to the district paying down existing bond debt, in July 2023, and July 2024, the millage rate levied by the district was reduced, thus reducing the millage rate taxpayers paid. In July 2026, the millage rate is expected to drop 1.7 mills.
In November 2025, the “ask” is to continue paying the current millage rate (i.e., no drop), thus $51.78 million in bonds could be issued, without raising the millage rate for taxpayers.
This is possible because as the district pays down existing debt, the new bond proposal can be structured in a way that extends the current millage rate without increasing the tax burden on homeowners. Essentially, the district would be replacing expiring debt with new funding, allowing us to continue making necessary improvements while keeping the tax rate stable.
